Question
Are genuine United States (versus Federal Reserve) notes available for sale ?  Either from the civil war or some later re-issuance?   And if so, where, and what kind of price?

Were you referring to just the $5 notes?
I do not sell these pieces but have some in my collection. The notes produced for commerce are never reissued. They do keep the same series date as the year they were designed and only change as the design is altered.
Price is always decided first by how rare a note is and then by the condition. A very rare bank note even in poor condition can be expensive.
These items are no longer produced and only available on the secondary market. Take a look at the BANK NOTE REPORTER magazine.  (http://www.banknotereporter.com)
Large coin shops, mail order and collector clubs all have notes for sale or trade.
The market is run by collectors not investors and as I said, knowing rarity and condition is the key to getting a fair deal.  You should look into one type of note to start learning more about what is involved. Perhaps Fractional Currency or TWO DOLLAR Notes.
