Question
We found a 1983 quarter that caught our eye because it was exceptionally shiny and looked quite odd. We started looking at it and where a P or D should be is an S. I can send pictures if you like. Also, the ridges are completely intact. Its as if this quarter has never been in circulation."

Hi Dusty,
"S" mint coins from 1983 were produced for collectors in sets called Proof Sets.
Proof coins are not meant to go into circulation, someone obviously took the coin out of the set.
Proof coins do have a mirror surface with sharp details.
They are not rare, usually selling for about $1-2 each.
