Question
this coin appears to be a rare item, but I have read that it is not legal tender and is therefore the proprty of the government. is this so? does this render the coin worthless? any insight or information you could shed on this would be appreciated.

Answer
If the coin is steel it is a planchette error and it is legal for you to own. If it is aluminum, that it is illegal to own, but with that said, it is valuable and there is a market for it. For additional information you might want to call me. Neil Berman. 914 441 6377.
