Coin and Paper Money Collecting/Painted New York quarter

Question
I recently found a 2001 New York quarter, and the New York side is colored.  It looks like it was stamped. The Statue of Liberty is green, the state is purple, the writing is blue and red and the background is white with an orange/yellow circle in the middle. We think it is stamped because the picture is slightly off throughout the picture.
I am trying to find out if this is something valuable, or just someones' personal art, and I would really appreciate your expert opinion.

Any time you find coins like this that have been colorized after coming out of the Mint, they have no additional numismatic value/premium and usually are worth no more than face value.  However, some collectors might like the artwork and pay a little extra for it.
