That is much too low of a weight, it should be a good 9 grams higher. This is definitely not a genuine silver dollar. The cleaning was likely done on it when it was new, to make it look more like an old cleaned coin than a freshly made one. I would not be able to give you a value on it, as they are not even legal to sell on the open market.
A genuine one would be a couple hundred dollars even being cleaned.
