Thank you for the pictures -- they were really helpful.

It's essentially impossible for a coin to be struck on only one side without having some kind of malformation, caused by there being more than one coin blank in the press.

I suspect your coin has had the back removed after it left the mint.  They do this as one step in the process of making magician coins.

Have you weighed it?  A normal 1990 penny will weigh 2.5 grams.  If yours is noticeably less than that, it prettymuch confirms that it has been altered.

While I have seen many pennies that are zinc on one side, caused by incomplete plating of the metal strip that the blanks were cut out of, those coins were still struck on both sides like normal.

An altered coin like this, while interesting, really has no collector value.
