I have 1990 no mint penny not in case. It was in
my father coin collection.

A 1990 penny with no mintmark is normal -- it just means it was made at the Philadelphia Mint -- unless it is one of the extremely rare no-S proof error coins.  But unless it has a finish like a mirror, it's not one of these proofs, it's just a normal penny.

At one point in time, all coins that came from the main mint in Philadelphia had no mintmark.  Only the branch mint coins -- like D for Denver and S for San Francisco -- had mintmarks.  1979 is when they started adding "P" mintmarks to coins made in Philadelphia.  So all coins now have a mintmark -- excepth the Lincoln pennies made in Philadelphia -- they are the only ones with no mintmark.
