QUESTION: I have a 1959 proof set in the original mint envelop and it looks like it was never sealed by the mint.  For proof sets that were sold in sealable envelops, did the US Mint send these out with the envelop sealed or unsealed?

ANSWER: Tom,

Not being sealed is not unusual -- most sets are this way.  But there are plenty of sealed sets out there too.

QUESTION: So, for sets that are sealed, were they sealed by the mint or by the purchaser?  I expect that the purchaser would get the proof set in an unsealed envelop, look for errors or other rare conditions, then seal the set and sell it as if it may contain an error or rare condition.

Answer
I would agree with you, that they were unsealed when they left the mint, then likely sealed after inspected by the purchaser.

However, I have also seen unopened boxes that contained sealed sets.  Now whether they were sealed at the mint or over the decades became sealed by extremes of temperature or himidity, I cannot tell for sure.
