Question
i have this 1943 S penny and it don't look right, the (L I) are off and the (R T Y) look funny

so can some one tell me what is it, Thank You

Thanks for the question.
Your coin is a one year type, struck only in 1943, due to the shortage of copper during WWII. The zinc plated steel replaced this metal for the year. Surface contamination and corrosion plagued this cent, and soon after they were struck, many became dark, and rusty. Errors are tough to pinpoint, especially the minor ones.
From the photo you supplied, the coin in question seems to be a minor die chip error where a portion of the upper "R" in "LIBERTY" broke off. The "LI" appear to be within the normal range for the series, and the area of "TY" could be corrosion. I can't tell from the picture. In total, the coin is in average circulated condition, and with the error, maybe worth around a dollar or two to an interested collector.
You may want to check US coins and currency listings under Lincoln cents on eBay from time to time to see if your coin is listed what this type of item may bring.
If you live close to a local shop, they should offer an opinion as to the value at no charge. Always try and get at least two opinions and try and deal with PNG dealers if possible.
