Currency notes are never made with holes in them. The paper is carefully selected and checked.

If you found a note with pin holes it was done after being produced and decreases the collectability of the piece.  It may have been done on purpose or from poor handling.

In older notes it is more common to find pinholes due to the Quality of the paper and how the note was stored and handled.

There is no added value and it is not desirable. I hope this information helps.
