Question
why is 2 dollar bill first day issue have a Ma. stamp with a Carson City postmark ? Value ?

Answer
Some people would take a new issue bill to the post office to have it "officially" date stamped supposedly thus proving that they had possession of it on that particular date.
As for the Massachusetts stamp, I could not tell you.  Probably just a stamp that the owner had, or maybe he did one bill for each of the 50 states.
The Carson City postmark was probably where the owner lived.

Rarely do any of these "enhancements" add to the value of the note.
