Coin and Paper Money Collecting/Annual Proof sets

I see where the 2004 silver proof set with the 11 coins in it is worth less than just the 2004 silver proof set of just quarters. I don't understand why because the 11 coin set also has the quarters in it. It seems to me the 11 coin set would be worth more. Could you explain this to me? Thanks Ed

The November issue of CoinValues lists both sets at $45

The only reason that I can think of is that there are so many Statehood Quarter collectors who only buy the quarter set.  Like anything else, it's all supply and demand.
