What is meant by "Proof Grade 65"?

Coins are graded on a numerical scale of 1 to 70.  Anything 60 and above is considered uncirculated.  The higher the number, the better the quality.
Proof coins are made by a different process.  The coin blank is polished to a mirror surface and the coin is struck multiple times to bring out the detail.  Often, the coin will have a cameo effect with a frosted head and details while the field remains mirror finish.
Proof are graded numerically also.  If a proof is under 60, it simply means that the coin somehow went into circulation.
Many modern coins, that is from 1960 and up are avilable in PR-69 and designated as DCAM  Meaning Deep Mirror Cameo.
