i HAVE A PENNY OFF CENTER JUST A HAIR AND IT ONLY HAS 199 DATE, GOOD SHAPE. WHAT SHOULD I DO WITH IT. HAVE IT CERTIFIED OR IS IT NOT WORTH IT.

Hello, Donald, off center coins do have some value, but there is slightly less value if the entire date is not legible.  I think certification would cost more than the piece is likely worth, but it does have some numismatic value.  Go to www.ebay.com and do a search for off center cent (and then maybe off center penny) and you'll see some like yours for sale and can see what prices are being requested (but even more important what prices are being paid).  Jim Lawniczak
