tail side of vermont quarter is slightly off and half way around the edge is very smooth. what is the worth of this quarter.

This coin sounds like it is an off center strike error. This is only a slight off center condition that is a common error on all coins the mint makes. However it may be only worth face value since the offset is so small. It would definitely sell for less than $2 to an error-coin collector.
In general for error coin collectors, the greater the error the greater the coins value will be.

The amount off center sets the price coins. If you have one with a 40% or more off center strike and still showing the date get the highest prices when sold.
