Answer
Hello Mada,

You may have an error note. This is not my specialty. An error note missing the first printing is rare and will sell to error note collectors.

The process of printing US Notes is the Back first then the second printing is the face of the note and then the third step is the overprinting of the seals and serial numbers.
You are saying the green seal and that is printed with the serial numbers are missing on your note but the rest is normal.

This can sell from $10 to $30 dollars over the face value of the note.

I can only suggest you bring it to a show, coin shop or dealer near you to let them see what you have found.
If you don't have coin shows in your area or need to find a trustworthy dealer I may be able to help. If you can write me again with your nearest large Cities, one or two postal zip codes and telephone area codes I will refer you to an expert in your area.

There is help from this club that specializes in US Notes as well.
www.spmc.org  or perhaps an online store/dealer like http://www.thecurrencyhouse.com
Sorry I cannot tell you more, I hope this information helps.
