Question
I have what appears to be a 2000 penny with the rim encased in silver. Have you ever heard of this?

Sorry, not really sure what this is.  Sounds like someone painted or plated or did something to a cent and made it look like what you have.  Keep in mind there are millions of little boys out there (and even a few men) that like to experiment with things.  I can't imagine that this could have happened at the mint.  Jim Lawniczak
