Coin and Paper Money Collecting/unstamped quarter

Question
My wife works at a bank. Last week she opened a new roll of state quarters and found one that was not stamped on either side. You can see a faint impression on one side of a circle, but nothing to determine if it's the head or tail side. The ridges are not on it as well, who can I take this to and see if it a true minting error.
