Question

scissors with double t
I found a pair of unusual scissors with a double top-blade, the total length of the scissors is about 6,5 inches, while the blades themselves are about 2inches. The top smaller blade moves independently. I have no idea what they were used for, maybe you can help, I wasn't able to find a similar pair on the internet. I know they aren't of any great value but I would be very grateful for any information.
