Wow -- you have got me on this one. I cannot say I have ever seen this tool before! I have received the photographs, thank you.
I am going to have to attempt to research this item for you and contact some upholstery people to see if they recognize the tool i.e. the tufting angle that you mention. My field of expertise is more along the embroidery/handwork line so this one has me a bit baffled. Please give me some time to try to help you. I will be back in touch.
