Question
How can I remove accumulated soil and restore lustre to our L Hitchcock chairs which are maple(?)and black with gold trim?

Nice to hear from you.
Use a soft rag dipped in mineral spirits (called varsol in Canada)to clean your chairs.
Dry with clean rags as you go.
You will be amazed at the dirt this takes off.
Follow the cleaning with a paste waxing.
