Question
who can i contact to find out the value of a glass collectable plate with independance hall on it. it was purchased prior to 1950

The very best place to get an estimate of such things is ebay.

This site contains over 450 collector plates.
See if there might be something similar.
I live in Canada Brad, and 50's and 60's collector plates can go for $100.00 here (depending on number made and the subject matter.)
