Pewter and silver are both metals, so it cannot be both at the same time.

This is pewter, made by Sturges and Bladon or a successor firm in Sheffield, England. The circular mark has the initials ABPC, for Assoc of British Pewter Craftsmen, which did not start up until the mid 1970s, so your piece is only about 30 years old, at most.

The "eadless" should be "leadless", that is, pewter without any lead in the alloy - again, a recent development.

Value very low indeed.
