The marking is a standing woman ,maybe has wings,holding a sword and scales  on a small pitcher .Nancy

The device of the figure of justice (which is what you describe) is very common in Continental European maker's marks of all sorts of dates, so there is little I can tell you. Most likely French or German, 19th Century, but without sight of the object I cannot be more precise.
