Not a mark I've encountered before. The style of mark is typical of those found Britannia metal (see earlier answers of mine for info on BM) around 1850-1970. Might also be EPBM (again see earlier answers). But could be silver plate, nickel silver, German silver, or any number of other similar base metal alloys.

1566F will be the pattern number.
