I have a Princess Leia and the red painted lips are under her nose instead of on her lips..is this a one time error? ..I have searched on line and found nothing concerning this error ..

Factory errors, unfortunately, are far more common today than they used to be.
Errors like misplaced paint can be found from time to time.  Usually, dispensers that feature errors are more popular when still in their original factory packaging, which helps verify it came from the factory that way, however.

As for value, errors generally will sell for $3-$5 when in the package.  Out of the package, it is really anybody's guess depending upon what a particular collector would be willing to spend to add the piece to their collection.
