Question
I am a college student and am still under my mom's health care plan. All of my medical bills get sent to my home address while I'm at school and my mom pays for them. I am home visiting on break from school and I got a collection notice addressed to me that said "there is no longer any justification for not paying the laboratory services". I would like to know if the non-payment of this bill would affect my mom or me. Does it affect the credit of the person liable? The outstanding balance is only $31. My mother also claims me as a dependent. I'm not sure if this matters.

It would certainly effect you if the account was turned over to a third party collection agency and they chose to report it on your credit reports. It doesn't sound like it has reached this level as of yet from the language you conveyed. However, it is plausible that should it go unpaid that it could be reported on both you and your mother's credit reports insofar as she is the policy holder.
