I was recently awarded a $2500 judgment which the other party refuses to pay and is known to switch jobs more then most people change their socks. However, they are always bragging about how they receive a large tax return, is it possible through the courts or some other way to use the judgment to file a lien against their state and federal income tax returns, of course knowing any government lien that might be in effect would be primary?

This is a great question and one that makes rfect sence. However, as far as I know, there is no way to attach your civil judgment to his tax refund.
This is screwed, as I understand eactly how you are feeling, now that you have the judgment and this seems to be the only way to collect.
One thing that I have done in the past as a debt collector for my clients, which I do not do anymore, as I have "Gone to the other side...to help consumers, is to send the person that owes you the money, a check for say, 10.00 and aach a note from your company. Many times there would be no note, just a check
Once the debtor deposits or cashes the check, then the routing information on the back of the check will lead you to the money.
---TO THE MEDIA--- I am not suggesting that people do this as a way to get information out of the unsuspecting, but Ed is due rightful money, so do not call and ask to interview me on my past collection methods!
