I filed for a chapter 13 and I was told to try and refile what time constraints do I have? Also if I missed the deadline to refile can the credit cards agencies file to garnish my wages in the state of Tennessee? What are my best options

1) Did you file a petition that was dismissed?
2) Did you consult with an attorney in TN?
The answers above notwithstanding, yes, your creditors can file civil actions against you if the bankruptcy was dismissed. However, they first need to obtain a judgment before they can garnish your wages.
Your best option seems to be consulting with an attorney in TN in order to correctly file the petition pursuant to the BK code.
