Collections Law/Unknown debt of dead husband

Question
I live in California.  My husband died recently and I found he had a credit card solely in his name with almost 20k debt on it that I didn't know about.  I never used it nor signed a receipt, and do not know if I benefitted from it at all.
A payment was missed. CITIBank called. I informed them of the death.  I received a statement in the mail 2 days later asking for payment and when I called that day I was told the debt went to collections.  Collections said that I had to pay it, send them $50, usually family members want to take care of the deceased debt, etc. They said my name is on it, but CITIBank said it was not.
I am getting a life insurance payout and will soon be getting his retirement benefits.  We own a home but only owe 50K on it which I will be paying off.  Should I change the deed to my name only to protect that asset?  We also have a car in both our names.

Question: Am I responsible for this credit card debt?
If so, how do I deal with it?
Can I get them to reduce the ammount due?
If I'm not responsible, how do I get them to close the account and stop hassling me?

Since your in California the debt is considered community property.

You maybe able to get them to reduce the amount.  However most banks have stopped offering settlements due to the credit crunch to ensure greater return on recovery.

Is the account with the in-house collection department, or does a third party represent CB?  If it's with a third party agency Ontrack Financial Group llc will work on this matter limiting exposure to their harassment.
