Question
If someone owes us money / refund for a broken contract, what, if any, legal recourse do we have in collecting this money?

Answer
Tammy:

You would need to institute a civil action via filing a Complaint and having the offending party served with service of process.  Thereafter, and assuming you obtain a judgment, you would need a writ of execution in order to levy their accounts or garnish their wages.
