Question
I recently contacted a collection agency that I was making monthly payments to and they proceded to tell me that my monthly payments weren't even covering the accruing interest.  When I made the monthly agreement, I was told it would no longer collect interest, but they deny that.  I've been paying for 14 months.  Can they do this?  The credit card debt was sold to collections 5 years ago.  Can they really continue to charge interest?

  No, not unless their purchase included language of such right.  I doubt that it did insofar as most debt purchases are purchased in large portfolios with scant information.
