IF I OWE A DEFICIENCY BALANCE AFTER MY CAR WAS REPOSED AND SOLD, CAN THE BANK GARNISH MY WAGES, OR TAKE ANY CAR I OWN THAT IS PAYED FOR. WHAT OTHER ACTIONS CAN THEY TAKE.

Depending on your state and presuming the obtain a judgment against you, they could garnish your wages and place liens upon your property. If your state allows sheriff's sales then, yes, they may be able to seize your other car.
