Collections Law/Unable to get GCS to give me anything in writing

Question
A ticket issued by Los Angeles Superior Court was issued to me and I was unable to pay $1100.00 so it was sent to GCS collection agency.  I have been unable to negotiate a lower payment (was told that was not possible) and I can't get them to send me anything in writing a breakdown of the debt.  I would like something (anything) on their letter head with the dollar amount owed and would like to see if there is any way to get the debt reduced but am having no luck.  If I don't pay this debt, I cannot get my drivers license back as there is now a hold on it.  Is there anything I can do?  Please help me.

Contact the courts and ask them for something in writing. They are obliged to provide that information. Or you can have an attorney write the letter for you to the collection agency and demand that information. Or you can contact the dept. of motor vehicles and see how much the lien on your license is for and go by that figure.

The collection agency is not allowed to charge any arbitrary fees. You may check the courts to see what the terms of default are for these types of obligations. That would include any applicable interest or collection fees.
