QUESTION: I defaulted on a WaMu providian credit card. The account went to a collection agency. the agency has hired an attouny to collect the debt. My ? is: can they still collect since WaMu (Washington Mutual) went under and no longer exist?

Yes, it would just be applied to Chase who is the successor in interest.

QUESTION: Can I call chase to work a payment arrangement with them instead of the collection agency, Or does it have to go to court?

You can attempt to make an arrangement with Chase but, they may refer you to the debt collector/law firm.  If they do, try and arrange something with them.
