Question
I made a CC debt 2 years ago outside U.S.  I did not live in U.S. at that time.  I am living in U.S. now Am I still responsible for the this CC debt.  And if yes what are the steps for debt collector to get this debt from me?  How long it takes usually?

Yes you are still responsible for the debt.  The steps could be many. the length could be short or a longer duration of time.
