Collections Law/Very Old Bill

Question
My girlfriend  has recently moved back to the USA after over 15 years in her native Mexico.

She has recently received correspondence from a collections agency regarding a bill from over 15 years ago.

This bill was supposed to be paid by her then boyfriend, but she does not know if it was paid or not.

She is not making much money, and this bill would have a significant negative impact on her financial position at this time.

How should she proceed?

To be candid, the bill is far past the statute of limitations in terms of judicial enforcement and it is too old to be reported on her credit reports.  My advice is too ignore it.
