Collections Law/Arbitration judgment to Collection agency?

Question
I have an arbitration judgment against me.  Can a judgment be turned over to a collection agency?  I defaulted on an MBNA card. It was rewarded to a Law firm.  I am still unemployed and unable to pay.

I recently received a letter from Central Credit Services Inc., out of Jacksonville, FL.  It states I have an Maryland National Bank with an outstanding debt of $24,556.05.  I checked my credit history and I have no card on any of the credit reports: Experian, TRW, Equifax.  I also have several people on my credit history with the same name.  Different SS# and former addresses.  I have lived at my residence for 40 years.

I need to know more about the arbitration award. If it was from the NAF and Mann Bracken (Wolpoff & Abrahmson) then you may not have to pay it.
