Question
A Deputy left a card yesterday, he was from the warrant/civil department.

Since I'm not in trouble with the law, my guess is it is a creditor.

Do I have any constitutional rights to refuse to sign to accept this document?

Even if you refuse to answer the door or pickup the summons/lawsuit it will still go on with out you. You should always answer a lawsuit or face losing your rights.
