Collections Law/inaccurate reportings on credit report

Question
I have a collection notice on my credit report for medical for $20.  It was posted in April of 2008 I think.  Earlier last year I noticed the issue and have been trying to dispute it ever since.  I even have a letter from the Doctors office stating that the funds are paid in full and wer paid one month prior to the notice appearing on my credit report.  CSC credit services will not remove the item despite my repeated attempts.  I have sent them 2 disputes including the detailed letter from my doctor stating the payoff date and $0 balance due but they still continue to send me updated credit reports showing the debt as owed.  It actually cost me more to send the certified letters than if I would pay them AGAIN!  I want to file a suit.  I am certain this erroneous statement on my credit report has affected interest rates offered my vendors and may be one of the reasons my capitol one account raised my interest significantly last year.  Where do I start in pursuing damages
