Question
I have a situation where a billing error on the part of a company led them to send an amount not due to collections and of course that ended up on my credit report, waylaying a personal loan application.  I'm interested in the Fair Credit Billing Act applies, not just to credit card companies as it is commonly applied, but to any company that would provide a "bill" for their services.  I have researched this as much as I can and cannot find an explanation for who the Fair Credit Billing Act (http://www.ftc.gov/bcp/edu/pubs/consumer/credit/cre16.shtm) applies.

As I understand your question, the FBCA applies to consumers such as yourself.  The link you supplied explains what your duties are to comply.

Since this is you your credit and you say you do do not owe it, you should dispute the item with the credit bureaus.  This will not make the item go away but it is the place to start.
