Question
every time i get behind on my credit card bills capital one will call my parents and tell them i have a VERY serious matter that needs to be taken care of. they live in Washington and i don't even know why they started contacting them except for i live in their house in Arkansas. isn't it against the law for them to contact my parents and imply that I'm behind on my bill? they also contact my workplace repeatedly.

Answer
It does not sound like they have released any confidential information so they have not broken any laws.

If I were you, I would send them a letter asking that they only contact you about your account and to leave your parents alone.

If you are not allowed personal calls at your POE, include this information it your letter and ask that they only contact you at your home number.
