Collections Law - Having to pay the total payment of a credit card balance

Question I fell behind on my payments to American Express card. The account was given to NCO financial Systems incorporated formerly Risk management incorporated. The representative said that I need to pay the ~$5600 balance. I told the rep that I am waiting on a loan from my 403 to be approved so that I can pay the past due and keep on paying monthly on it. He than told me that I had to pay 50% of the total balance and that I had to come up with the money somehow. I don't have any property my balance in checking is in the 20s after I pay my bills due and I have just totalled my car which I have not even payed off yet. I was told to call back on Monday. I will tell him that I can only pay four hundred this month and then two hundred a month after, which he has alread said he will not accept. Will he then be able to garnish my checking account or paycheck? Is my 403 account at risk?
