Collections Law/refusing payment without check or credit card

Question
My ex husband let the health insurance on our daughter lapse. She had work done at the dentist(1300$) and they are now holding me responsible for the bill. I offered to make payments and the creditors refused saying that they would only take payments secured with a credit card or checking account. I have neither, but would send them a money order or delever the payment in person on the first of each month when I am paid. They refused and said they will sue me and garnish my wages, then hung up. I have also tried to contact the dentist to work something out and they said it was in the hands of the collection agency. What can I do?

Answer
Make your payment proposal in writing by certified mail. Send a payment with the proposal. They are only bill collectors. I am not sure whether they can actually sue you for this debt if you didn't sign anything. It depends on your state. Tell me what state you are  in and I will check it out.
