College Financial Aid Info/Fafsa & Finacial Aide

I am trying to return to a school I'd attended previously for a different degree, and I tried to apply for finacial aide in the spring and gave them all the paper work they asked of me only to find that I got a tuition bill in full anyway and to find they wanted something more direct from the IRS, which is something they could have told me about long before the deadline. At any rate the finacial aide office says that they can't offer finacial aide for summer courses because I hadn't yet attended a spring or fall semester. I fully intend to be there in the fall. I just need to get some basic course work out of the way during the summer. But I need help paying for it. I visited the local credit union and according to them the government no longer allows them to give educational loans. Only personal ones at higher interest rates. What can I even do in this situation?
