Answer
Steve, Happy New Year!

Most Penalties, 21
Mississippi State (17)
vs. Clemson  (7),  Peach Bowl, 1999.  188 Yards.

Most Penalties combined, both teams, 29
McNeese State, 20
Tulsa, 16
Independence, 1976.

Miami had the most penalized yards at 202 vs. Texas in the 1991 Cotton Bowl.

Hope you two have an incredible year!
