Question
Is there a specific rule in college that states the holder can not be ruled down
while attempting a field goal? When he receives the ball his knee is already
down.

The kick holder is allowed to come off the ground only if it is to catch a high hike from the center, and then only if he returns immediately to his holding position.  

He can fake the hold, and then get up to run or pass.

Otherwise, once he comes off his knee, the ball is live and would be considered "dead" if a part of his body touches the ground again.
