How or where would one find out the names of the referees who officiate NCAA football games and what games they are signed up to officiate?

Hal, Hello!

You would need to contact the NCAA.com in order to get a listing of officials.  I would think they keep it confidential as to the schedules but would make it public on the games they've worked.  Our local high school official's association starts at the state level.  We get a schedule of assignments (that changes weekly).  The TV games announce the names of the officials on air, and also at the game.
