Question
Is it a violation on the defense when the defender doesn't touch the player he is guarding, but does NOT look back for the ball?

Not sure what your are asking. I suspect you are asking about defensive pass interference (DPI). Under the NCAA rules there must be physical contact for there to be a foul of Pass interference. It is a foul not a violation as it is penalized by yardage (violation have no yardage penalty - technical, but important to use the correct terminology).
Under the National Federation of High Schools' rule no contact is required for a foul.
