College Football/D2-D1 Transfer

QuestionI have looked through transfer guides and can't get a solid answer for this question. There is a non redshirt Junior, on partial scholarship, at a Division 2 university who has competed all 3 years.
If he was to transfer up in Division (to an FBS school), could he use his redshirt year as the manditory year to sit out, due to transfer, and then be eligible to compete his last and senior year?
And if I am correct, I don't believe there wouldn't be sit out if he were to transfer down to D3.

I have attached the NCAA sites that explain the requirements. Your case needs to be answered with their official answer since a number of decisions could be made. I do not know if they would allow him to use his redshirt year as the sitting out year. He can move down a division and not sit out a year.
